The Ministry of National Economy has developed a draft
constitutional law “On the Special Status of Alatau city,” Zakon.kz
reports.
The draft law aims to establish an effective city
management system, introduce digital and innovative technologies, apply modern
international standards, and regulate urban planning, social, environmental,
and investment processes.
The purpose of the adoption of the draft law is to create improved legal,
organizational, and economic conditions for private investment in the
functioning and development of Alatau city, contributing to the
improvement of the quality of the republic's economy.
The functioning of Alatau city under special
status, its development, regulation, and management of processes in the city to
achieve the goal of special status pursue the following main objectives:
• creation of conditions for the establishment of the city of Alatau as an economic,
technological, scientific, educational, commercial, entertainment, and
investment center of international importance;
• formation and long-term maintenance of an independent legal and administrative regime in Alatau city, ensuring the accelerated attraction and development of human
capital, investments, and technologies;

increasing guarantees and the level of legal protection for investments in the
development of Alatau city;
•
application of advanced scientific and technical achievements, technological
innovations, approaches and practices to build a “smart” city and economic development of Alatau city;
•
application of advanced regulatory practices and local urban management practices.
In
particular, the draft law provides for the formation of an effective city management
system, the introduction of digital and innovative technologies, the
application of modern international standards, as well as the regulation of
urban planning, social, environmental, and investment processes.
