The
main objective of the Constitutional law is to create conditions for the
accelerated and sustainable development of the city of Alatau.
The
city’s unique legal status represents a fundamentally new approach to forming
an independent ecosystem aimed at creating a favorable environment for
innovation, investment, and economic growth.
The
Constitutional law introduces a new model of state governance for the city of
Alatau and establishes key approaches to regulating entrepreneurship, customs,
digital assets, gambling, the social sector, the financial market, architecture
and urban planning, ecology and environmental protection, culture, sports, and
more.
The
legal status of “Alatau resident” has been established, which will be granted
by the City Administration to individuals and legal entities in various
categories, determining the extent to which they may benefit from the special
regime and the corresponding rights, obligations, and requirements.
The
city’s long-term investment and technological development will be guided by
strategic documents—the long-term development plan, the master plan, and the
development strategy for the city of Alatau.
To
ensure the safety, effective functioning, and development of Alatau as a “smart
city,” all data on infrastructure facilities and public safety systems will be
integrated into a unified urban digital platform for urban space management.
The
Constitutional law also regulates the investment climate and guarantees for
investors, fiscal policy, urban design, and land relations.
