The Parties signed an agreement
Rustam Karagoyshin, Chairman of the Board of Baiterek Investment Holding, and Alisher Abdykadyrov, Chief Executive Officer of the Alatau City Authority state fund, held a meeting and signed a cooperation agreement, Baiterek’s press office reported on July 10.
“The parties discussed promising areas of cooperation and opportunities to use the holding company’s financial instruments to implement projects in the city of Alatau. The discussion focused on financing industrial, transportation, engineering, and housing infrastructure; supporting small, medium, and large businesses; attracting domestic and foreign investors; and developing export potential,” the statement said.
Alisher Abdykadyrov presented the development concept for the city of Alatau and spoke about the opportunities that the special legal regime opens up for investors and businesses. According to Karagoyshin, the holding company’s goal is to “back up” these opportunities with “specific financial instruments: from financing infrastructure projects to supporting exporters and entrepreneurs.”
“The agreement will allow us to organize this work systematically, with the participation of all the group’s development institutions,” noted the head of the National Investment Holding.
“The agreement provides for the creation of a permanent working platform between the organizations, the formation of a joint project portfolio, and the development of new financing mechanisms. It is expected that this cooperation will expand businesses’ access to government support instruments, enhance the investment attractiveness of the city of Alatau, and attract additional private investment,” — the Baiterek press service noted.
The city of Alatau is being established in the Almaty Region as Kazakhstan’s first city of accelerated development. The Constitutional Law “On the Special Legal Regime of the City of Alatau” was signed on May 8, 2026, and will be implemented in phases starting July 1, 2026.
