Special legal regimes proposed for creation in Kazakhstan

During the first meeting of the Constitutional Reform Commission on January 24, 2026, Minister of Justice Yerlan Sarsembayev spoke about the importance of enshrining special status for individual territories in the Constitution, according to a Zakon.kz correspondent.

Yerlan Sarsembayev noted that constitutional enshrinement would allow this mechanism to be institutionalized and give it a systematic, transparent, and legally sound character.

"In this case, the Constitution is not a source of preferences, but a guarantee that any deviations from the general legal regime will be targeted and justified... Special legal regimes may be established to create conditions conducive to attracting investment, developing entrepreneurial initiative, and introducing new management and technological solutions. However, these goals must be achieved within the framework of the law and in strict compliance with constitutional principles," added the Minister of Justice.
