The city with special status is beginning to build
infrastructure and prepare the ground for large capital investments.
The main news determining the future of the project is
the development of the Constitutional Law “On the special status of Alatau
city.” As explained to inbusiness.kz by the Ministry of National Economy, this
involves the creation of a unique regulatory hub based on the experience of
Dubai and Singapore. The document should provide an unprecedented level of
freedom for business.
“The cornerstones of the constitutional law are
administrative separation with deep de-bureaucratization, regulatory autonomy in
the legal regime, and financial independence, including a special tax regime
and regulation of digital assets,” said Bauyrzhan Omarbekov, Deputy Minister of
National Economy of the Republic of Kazakhstan.
From animal feed to logistics hubs
While lawyers are fine-tuning the letter of the law,
work is already in full swing on the ground. The 97,000-hectare Alatau Special
Economic Zone has begun to fill up with real production. The Ministry of
Industry and Construction confirms the registration of six major investors who
are shaping the industrial landscape of the region.
