The city of Alatau will receive special constitutional status

The city aims to replicate Astana's success.

During the online marathon “Referendum-2026,” Albert Rau, a member of the Mazhilis of the Parliament of Kazakhstan and a member of the AMANAT party faction, revealed details of an ambitious project of Alatau city in the Almaty region, Liter.kz reports.

The key feature of Alatau is the introduction of a unique legal system. The bill proposes extending the rules currently in force in AIFC to the territory of the new city. This includes the use of special judicial systems and legal standards, direct management, i.e., the city administration and the Supreme Council, headed by the prime minister, will implement the best international practices.

The city's internal rules will be adapted to global business standards.

Albert Rau emphasized that Alatau is conceived not simply as a residential area, but as a center for attracting investment and innovation. The city plans to introduce a special currency system and financial services, regulate cryptocurrencies, and develop infrastructure for autonomous (unmanned) transport.

The deputy compared the scale of the project to the construction of the capital.

“Alatau can repeat the success of Astana. We need bold and modern projects. This city will become a new bright spot on the map of modern and future Kazakhstan,” said Albert Rau.

The project is intended to become a technological testing ground where solutions will be tested that can later be scaled up to the entire country.
