In
connection with the adoption of the Constitution of the Republic of Kazakhstan
at the national referendum held on March 15, 2026, HEREBY DECREE:
1.
To publish the text of the Constitution of the Republic of Kazakhstan, adopted
by a national referendum on March 15, 2026 (hereinafter referred to as the
Constitution of the Republic of Kazakhstan), in the periodicals “Yegemen
Kazakhstan” and “Kazakhstanskaya Pravda.”
2.
To transfer the original of the Constitution of the Republic of Kazakhstan,
adopted at the republican referendum on August 30, 1995, to the Archives of the
President of the Republic of Kazakhstan for safekeeping.
3.
To establish that the original of the Constitution of the Republic of
Kazakhstan shall be kept by the President of the Republic of Kazakhstan.
4.
The Central Referendum Commission shall ensure that the text of the
Constitution of the Republic of Kazakhstan is forwarded to the “Institute of
Legislation and Legal Information of the Republic of Kazakhstan,” a republican
state enterprise under the economic management of the Ministry of Justice of
the Republic of Kazakhstan, for inclusion in the Reference Control Bank of
Regulatory Legal Acts of the Republic of Kazakhstan.
5.
To determine that, pursuant to the legislative initiative of the President of
the Republic of Kazakhstan, the following shall be submitted to the Mazhilis of
the Parliament of the Republic of Kazakhstan for consideration:
1)
a draft Constitutional Law “On the President of the Republic of Kazakhstan”;
2)
a draft Constitutional Law “On the Kazakhstan People’s Council”.
6.
The Administration of the President of the Republic of Kazakhstan, in
conjunction with the relevant state bodies, shall ensure the development and
submission for consideration by the President of the Republic of Kazakhstan of
the draft legislative acts provided for in paragraph 5 of this Decree.
7.
To determine that, pursuant to a legislative initiative of the Government of
the Republic of Kazakhstan, the following shall be submitted for consideration
by the Mazhilis of the Parliament of the Republic of Kazakhstan:
1)
a draft Constitutional Law “On the status
of the capital of the Republic of Kazakhstan”;
2)
a draft Constitutional Law “On the administrative-territorial structure of the
Republic of Kazakhstan”.
8.
The Government of the Republic of Kazakhstan, as well as central and local
government bodies of the Republic of Kazakhstan, shall take the necessary
measures to bring regulatory legal acts into compliance with the Constitution
of the Republic of Kazakhstan.
9.
The Government of the Republic of Kazakhstan shall approve a plan for the
promotion of the Constitution of the Republic of Kazakhstan by April 7, 2026.
10.
The Administration of the President of the Republic of Kazakhstan shall be
responsible for monitoring the implementation of this Decree.
11.
This Decree shall enter into force on the date of its signing.
