Special Constitutional Laws to Define the Status of Astana and the City of Alatau

Deputy Prime Minister – Minister of National Economy Serik Zhumangarin reported at the Government session on the progress of implementing the economic provisions of the new Constitution.

As part of the implementation of constitutional provisions, the Ministry has developed a number of key draft laws. One of the most significant is the draft Constitutional Law “On the Special Status of the City of Alatau.” The document is based on Article 5 of the new Constitution, which allows for the establishment of a “city of accelerated development” regime to stimulate the economy of specific regions.

The draft provides for the introduction of advanced international standards, regulation of digital assets, development of the low-altitude economy (unmanned aviation), as well as special tax and budget regimes. The draft law is currently under consideration in Parliament: the first reading is scheduled for 20 March, the second for 27 March, after which the document will be submitted to the Head of State for signing.

In parallel, work is underway on the draft Constitutional Law “On the Administrative-Territorial Structure of the Republic of Kazakhstan.” Its purpose is to improve law enforcement practice in matters of the formation and reorganization of regions, districts and cities. The new provisions are aimed at ensuring the territorial integrity and sustainability of the state through a clear definition of the powers of competent authorities.
