Deputies
at a joint session of the chambers of Parliament approved in the second reading
the Constitutional law "On the special legal regime of the city of
Alatau," 24KZ reports.
The
provisions of the law have been brought into line with the new Constitution.
The city, along with the maslikhat, will be governed by a Council, which will
include independent directors. The President will approve the composition of
the Council, and the Prime Minister of the country will head it. Land ownership
will not be transferred to foreign investors in Alatau: land plots will be
provided only for specific projects and on limited terms. Special attention is
paid to strengthening the protection of the rights of entrepreneurs and
investors. In particular, only the Prosecutor General's Office can verify
business entities. Control over local budget expenditures will also be
strengthened. The report on the implementation and development of the city of
Alatau will be posted on Internet resources. The document has been sent to the
President for signature.
