On March 27, members of Parliament at a joint session
of the chambers approved in the second reading the draft Constitutional Law
"On the special status of the city of Alatau." The document provides
for a special legal regime and special powers for the development of the city,
the correspondent reports Tengrinews.kz.
According to Mazhilis deputy Nurtay Sabilyanov, the
project is aimed at creating new conditions for the development of the city of
Alatau and attracting investments.
Amendments and new name
"The amendments of the deputies have brought the
norms of the draft law into line with the provisions of the new Constitution.
The name has been changed — now it is a draft Constitutional law "On the
special legal regime of the city of Alatau," Sabilyanov said.
It is also specified that a special legal regime can
be applied not only in the city itself, but also in the suburban area.
Business and investment
"New concepts have been introduced: priority
areas of the city of Alatau, a business license, a regulatory permit and a tax
preference," the deputy noted.
According to him, the business license gives the right
to work in the city and defines the conditions of activity.
Information on the amounts of investment obligations,
benefits and preferences will be publicly available.
Digitalization and verification
"All data in the fields of urban economy,
infrastructure and public safety will be combined into a single digital
platform," Sabilyanov said.
He added that business protection is being
strengthened.
"Inspections can only be carried out by the
Prosecutor General's Office," the deputy said.
Budget and control
"The budget execution report of the Alatau City
Administration will be included in the annual reports of the government and the
Supreme Audit Chamber," said Deputy Nurtay Sabilyanov.
