The Government of Kazakhstan has approved rules simplifying the drafting and adoption of subordinate regulatory legal acts forming part of the legislation governing Alatau’s special legal regime, Uchet.kz reports.
The resolution entered into force on the date of its signing, 29 September 2026.
The rules were developed in accordance with Article 27 of the Constitutional Law “On the Special Legal Regime of the City of Alatau.” They establish a separate procedure for drafting, coordinating, adopting, and registering subordinate regulatory legal acts that support the city’s operation and development. The Law “On Legal Acts” and the Government’s Rules of Procedure apply to matters not covered by these rules.
Subordinate acts adopted under the simplified procedure must be aimed exclusively at implementing the Constitutional Law and other legislative acts governing Alatau’s special legal regime. They may not introduce additional requirements or restrictions concerning activities in Alatau that fall within the scope of the city’s own legislation.
Who Is Responsible for Drafting Subordinate Regulations for Alatau
Regulatory acts for Alatau are drafted and adopted by the Government of Kazakhstan, central state bodies, the National Bank, other state bodies directly subordinate and accountable to the President, and local executive bodies.
The process is initiated by a request from the Alatau city administration. The request must specify the purpose of adopting the act, describe the public relations to be regulated, and outline proposals for the content of the draft.
The city administration may also submit its own draft, which the responsible drafting authority must use as the initial version. The need to adopt the act is determined by the city administration.
Where a Government resolution is required or a responsible authority needs to be designated, the request is submitted to the Head of the Government Office. In all other cases, it is sent to the head of the state body responsible for the relevant policy area.
