Dear Compatriots!
Distinguished Members of the Kurultai and Members of the Government!
Today, as Head of State, I address the people of Kazakhstan with my traditional State of the Nation Address, which can be described as particularly significant in both its substance and importance.
On October 25, we celebrated our national holiday, Republic Day.
On this day, we adopted the Declaration of Sovereignty, taking a decisive step towards our country's independent development.
Shortly thereafter, we proudly raised the flag of Independence and laid the foundations of our statehood.
This year marks the 35th anniversary of our sacred Independence — a historic milestone in the history of our nation.
In March, the Constitution was adopted through a nationwide vote, establishing the foundation of our statehood and serving as an unwavering guiding principle for our people. This event carries profound historical significance.
I believe that the immense importance of developing Alatau as a city of accelerated growth, designed to provide a favourable environment for investment and entrepreneurship, has become evident to the majority of our citizens.
The key prerequisite for the long-term attractiveness of any international jurisdiction is an effective judicial system.
Therefore, Alatau must establish a judicial system capable of ensuring the highest standards in the administration of justice.
An Investment Court operating under the English common law model will adjudicate commercial disputes.
All other matters relating to the special legal regime will fall within the jurisdiction of the Civil Court.
The Government is tasked with submitting the relevant amendments to the Constitutional Law "On the Special Legal Regime of Alatau City" to the Kurultai for consideration by the end of January 2027.
I would like to reiterate that the investment interests of all reputable and honest entrepreneurs are guaranteed the strongest and most reliable legal protection — the Constitution itself.
The Kazakhstan Stock Exchange, the Astana International Financial Centre (AIFC), and Alatau City must operate in close partnership.
The National Bank and the Government are tasked with developing a Unified Strategy for the Development of Kazakhstan's Financial Market.
