Alatau City is envisioned as a smart city consisting of four modern thematic districts located along the Almaty–Konaev Highway. This highway serves as a key transport axis connecting the city to the Western Europe–Western China international corridor, the corridors of the Central Asia Regional Economic Cooperation (CAREC) program, the North–South corridor, and the strategic opportunities created by the New Silk Road initiative.
The master plan concept was developed by the Singapore-based company Surbana Jurong, which has extensive expertise in master planning, architecture, infrastructure and full-cycle urban development. Over the past 50 years, the company has delivered more than 90 projects in 30 countries worldwide, with Singapore being one of its most prominent urban development achievements.
This concept formed the basis of the Alatau City General Plan, approved on 17 May 2024.

Special Legal Regime of
Alatau City
The Special Legal Regime of Alatau City is established by the Constitutional Law of the Republic of Kazakhstan and creates a distinctive model of public administration and regulation for a city designed for accelerated development, enabling direct interaction with the Government of the Republic of Kazakhstan.
The regime creates favorable conditions for investment, business development and the implementation of new projects. It provides for tax incentives and preferences for residents, special conditions for attracting foreign professionals, efficient land management, dedicated opportunities for the development of digital assets, and the introduction of an integrated digital model of city governance.
The law also provides for the possibility for foreign nationals to acquire real estate in Alatau City. The terms and procedures governing such acquisitions will be determined by the relevant regulatory legal acts of the city administration.
Overall, the special legal regime creates new opportunities for investors, businesses and future residents of Alatau, establishing a legal framework for the city’s dynamic development and integration into the global economy.
Investment
Investment Attraction
Caspian Group acts as an initiator and private investor in the development of Alatau City. The city’s development model is based on the active attraction of private investment.
The company has already made a significant contribution to shaping Alatau’s urban planning and investment framework. This includes commissioning the master plan concept developed by Singapore-based Surbana Jurong.
Caspian Group has also facilitated a number of key urban planning and architectural initiatives, including the concept for the first flagship anchor project, the Iconic Complex, and the Gate District business hub, designed by the internationally renowned American architectural firm Skidmore, Owings & Merrill (SOM), whose portfolio includes the Burj Khalifa in Dubai.
The company also commissioned a transport mobility concept developed by the Italian firm MIC-HUB S.r.l.
Another major initiative was the engagement of CSCEC International Construction Co. Ltd, one of China’s largest state-owned construction corporations and a global leader in high-rise and skyscraper construction, in the development and construction of the Iconic Towers and the new *Gate District *business center.
The Government provides the regulatory and infrastructure framework required for the city’s development, including the General Plan, water, gas and electricity supply schemes, as well as connections to road and railway infrastructure.

Gate District
Business centre and the gateway to Alatau
The financial and administrative centre of Alatau, embodying the city's openness and its commitment to international cooperation.
The district borders the southern part of Almaty, giving it convenient transport access.
Golden District
A centre of knowledge, health and innovation
Focused on education, medicine and scientific research, creating favourable conditions for innovation and human capital.
Located in the central part of Alatau, with easy access to the city's other districts.
Growing District
Next-generation manufacturing and logistics
An industrial and logistics cluster oriented towards sustainable development and an export-driven economy.
Located along strategic transport routes, including the Almaty – Konaev motorway and the railway lines, giving efficient connections to other regions.
Green District
Nature, tourism and recreation
A recreational and tourism cluster offering a unique combination of urban environment and nature for leisure and entertainment.
Located south of the city of Konaev, its eastern boundary running along Lake Kapchagay and the Kaskelen river, giving it an attractive natural setting.
Horizon
2024–2050
The development of Alatau is planned over a 25-year horizon, progressing from the first phases of infrastructure development to the creation of a major city with a population exceeding two million residents.
Who Is Behind the Project
As part of its international partnership strategy, Alatau City has already attracted leading companies and technology corporations from China, Canada and South Korea. Among them are CSCEC International, Colliers, KPMG Korea, CIMC, SINOMACH, KIND, KAIST, Korea Airports Corporation, Hyundai Motor Company, and Doosan Enerbility. Joint initiatives span a wide range of sectors, including urban development, infrastructure, logistics, energy, digital technologies, education, and new forms of urban mobility.
