By the Decree of the Government of the Republic of
Kazakhstan from December 26, 2023 amendments to the decree on creation of
special economic zone "G4 City" and the Comprehensive plan of social
and economic development of the city of Konaev in Almaty region for 2023 - 2027
years, reports Zakon.kz.
It is planned to create a special economic zone
"Alatau" in the period until 2048. It will be created in the village
of Zarechny, the economic zone includes the territory of the industrial zone
"Arna" with the area of 1300 hectares, where high-tech projects will
be realized in machine building, metallurgy, construction industry and food
industry.
At the same time, the Regulation on the special
economic zone "G4 City" is set out in a new edition.
Thus, SEZ "Alatau" is located in Almaty
region, north of Almaty city, along 80-kilometer highway A3 (Almaty - Konaev). SEZ
territory is an integral part of the territory of the Republic of Kazakhstan
and makes 96 560 hectares. The area of SEZ "G4 City" was only 30
thousand hectares.
SEZ is created in order to:
ensuring a favorable investment climate for attracting
domestic and foreign investments within the framework of the project
implementation, which will give a new impetus to the development of the region;
accelerated development of modern highly efficient,
competitive tourist, medical, educational, cultural and leisure infrastructure
capable of providing and meeting the needs of arriving Kazakhstani and foreign
citizens, formation of a qualitatively new level of service provision in Almaty
region.
A special legal regime is established on the SEZ
territory.
The customs procedure of free customs zone operates on
the SEZ territory or its part.
Customs regulation
SEZ territory, on which customs procedure of free
customs zone is applied, is the zone of customs control. SEZ territory should
be equipped for carrying out customs control.
Requirements to SEZ territory arrangement, including
requirements on fencing and equipping the perimeter of such territory with
video surveillance system, are established by the authorized body in the sphere
of customs affairs.
