An
exclusive administrative system will be established in Alatau, with the City
Council serving as the highest governing body, it will be headed by the Prime-minister
and approved by the President. At the same time, it is proposed that the
administration be designated as the main executive body. These and other
provisions are included in the draft constitutional law “On the special status
of the city of Alatau,” which Parliament reviewed in its first reading during a
joint session on Friday.
“The
Alatau City Authority is being established as a new state body focused on
strategic development. Its activities will be determined by a council headed by
the prime minister. Day-to-day operations will be carried out by the chief
executive director,” said Deputy Prime-minister Kanat Bozumbayev.
The
president will approve the council’s composition.
This
body will make key strategic decisions and approve administrative acts, while
the maslikhat and akimat will be responsible for social, municipal, and public
affairs.
In
addition, the bill enshrines the stability of investment agreements, the
priority of a special legal regime, and a special licensing procedure. A system
of independent regulation based on the “one-stop shop” principle will also be
introduced.
“Investors’
rights will be protected at the international level. They may choose to appeal
to the Astana International Financial Center or to international arbitration,”
the Deputy Prime-minister
added.
