Parliament has adopted constitutional law on the special status of Alatau city

Today, March 27, at a joint session of the two chambers of Parliament, the Constitutional Law “On the special status of the city of Alatau” was adopted in its second reading. The document officially grants the city the status of an “accelerated development zone” with a unique legal and financial regime. The Constitutional Law will now be sent to President of Kazakhstan K.-J. Tokayev for signature.

As noted by Mazhilis Deputy Nurtay Sabilyanov, the provisions of the draft law were brought into line with the provisions of the new Constitution, adopted by referendum on March 15, following the first reading.

"The possibility of applying a special legal regime has been clarified for both the city of Alatau and its suburban zone, to which certain provisions of the special legal regime apply, taking into account future development prospects. New concepts have been introduced to define the conditions for conducting business activities and investment incentives, such as ‘priority sectors of the city of Alatau,’ ‘business license,’ ‘regulatory permit,’ and ‘tax preference.’ “At the same time, a business license grants residents the right to conduct business within the territory of the city of Alatau and specifies the types and conditions for carrying out such activities,” the Majilis member noted.
