On
March 27, 2026, at a joint meeting of the chambers, deputies of the Senate and
the Mazhilis have adopted the Constitutional Law on the special status of the
city of Alatau in the second reading, the correspondent reports. Zakon.kz .
As
deputy Nurtay Sabilyanov noted, the norms of the draft law have been brought
into line with the provisions of the new Constitution.
"The
possibility of applying a special legal regime has been clarified both in the
city of Alatau and in the suburban area, in respect of which certain provisions
of the special legal regime apply, taking into account the development
prospects. New concepts have been introduced, that define the conditions for
entrepreneurial activity and investment incentive measures, such as
"priority areas of the city of Alatau", "business license",
"regulatory authorization" and "tax preference". At the
same time, the business license gives residents the right to carry out
activities in the territory of the city of Alatau and defines the types and
conditions for such activities," the Mazhilisman listed.
The
principles of "financial stability" and "transparency" have
been strengthened for the stability of the tax regime for investment projects.
Information on the amounts of investment obligations, benefits and preferences
granted within the framework of the investment project is subject to public
access.
