Prominent businessman Yuriy Tskhay has established a holding company, Alatau City Iconic Holding Limited
Yuriy Tskhay, founder of Caspian Group, has registered another company – Alatau City Iconic Holding Limited – at the Astana International Financial Centre (AIFC), reports a correspondent for the business news portal Kapital.kz, citing the AIFC’s independent regulator, AFSA.
The company was registered with the AIFC on 4 August 2026. Its business activity is described as ‘holding company’. Sanat Dyusembayev is listed as CEO. The new entity is controlled by Alatau City Properties Limited Liability Partnership.
According to eGov, businessman Yuriy Tskhay is one of the founders of Alatau City Properties, both directly and through his group, Caspian Group. The private company Alatau Development Holding Ltd also holds a stake in this entity. It is involved in property development projects, such as those related to the development of the city of Alatau, and is controlled by Alexandr Kim.
On 17 June 2026, the businessman had already listed one of his companies on the AIFC platform by registering Caspian Integrity Group Ltd.
Yuriy Tskhay founded Caspian Group in 1992; the group operates in sectors such as property development, industry, construction, metal processing, education, trading, finance and so on.
The group’s portfolio includes the following assets:
• ALCAS LLP – a manufacturer and supplier of ready-mix concrete in the Almaty region. The project was launched in partnership with the South Korean corporation Alpha Network GMBH;
• Caspian Steel QZ – a joint venture between Caspian Integrity LLP, TechnoFusion JSC and Capital Solutions LLC. The plant was commissioned in December 2013 and manufactures rolled steel in Kazakhstan. Its products are sold both on the local market and in Russia, Ukraine, Tajikistan and Kyrgyzstan.
• A chain of restaurants serving Korean and Pan-Asian cuisine – Korean House Restaurants;
• The ‘Dostar’ pre-school and school education complex: a kindergarten, a lower secondary school and an upper secondary school.
The group also comprises two trading companies: ‘Caspian Trade’ and ‘Caspian Trade NS’. The former operates in the rolled steel market in Almaty, supplying steel products from the largest steelworks in the CIS. It primarily sells products from the group’s own plant – Caspian Steel QZ. The second company operates in the rolled steel sector in Astana and supplies A500C-grade reinforcing bars, as well as steel pipes and shaped rolled products, directly from the manufacturer.
The group has completed numerous construction projects.
Among the major projects is the design and construction of the smart Alatau City. The city covers an area of 88,000 hectares, including parts of the Ili and Talgar districts, as well as the city of Qonaev.
The group’s website notes that certain areas of Alatau City will be granted the status of a special economic zone.
Plans for the site include:
• the creation of an export-oriented trade and logistics centre;
• the development of a business park for small and medium-sized enterprises, the IT sector and other financial sectors;
• the development of an integrated industrial and logistics park, located near the planned airport and railway junctions;
• the creation of an entertainment and tourism centre, including the development of world-class educational infrastructure and medical tourism;
• the development of international sports tourism through the hosting of international and regional sporting events;
• the development of a new international airport and the enhancement of air links with key target markets.
