The Government has approved a special procedure for adopting regulatory legal acts for the city.
The Government of Kazakhstan has approved a simplified procedure for drafting and adopting subordinate regulatory legal acts that form part of the legislation governing Alatau’s special legal regime. The new rules establish specific deadlines for drafting, public consultation, approval, and state registration of documents. The entire process must take no more than two months from the date the city administration submits a request, inbusiness.kz reports, citing PRG.Zanger.
The relevant rules were approved by Government Resolution No. 858 dated 29 September 2026. Their purpose is to accelerate the development of the regulatory framework for Alatau’s special legal regime.
The new mechanism is based on three key principles: efficiency, transparency, and cooperation with the city administration. The position of the Alatau city administration must be taken into account during the approval process.
One of the key changes is the introduction of a clearly defined overall timeframe. The drafting and adoption of a subordinate regulatory legal act must be completed within a maximum of two months from the receipt of the relevant request from the city administration.
“The procedure also provides for accelerated public consultation. Draft regulatory legal acts are published on the Open Legal Acts portal for five working days. In cases of urgent necessity, this period is reduced to two days,” the Government of Kazakhstan’s resolution states.
In addition, adopted regulatory legal acts governing Alatau’s special legal regime will be recorded separately in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan.
This measure is intended to ensure the systematic organisation of documents directly related to the city’s special legal regime, according to the Government resolution.
