Parliament has approved the draft law on the Special Status of the city of Alatau in first reading

Members of Parliament approved the draft Constitutional Law of the Republic of Kazakhstan “On the special status of the city of Alatau” in the first reading, according to Kazinform correspondent.

Parliament approved the bill on the special status of Alatau in the first reading. Earlier, Deputy Prime-minister Kanat Bozumbayev reported on the main provisions of the draft law.

As noted by Majilis member Nurtay Sabilyanov, 527 proposals regarding this draft law were submitted by deputies and committees of the Parliament Chambers.

Deputies introduced amendments to bring certain provisions of the bill into line with the provisions of the new Constitution, which provide for the introduction of a special legal regime.

In addition, the bill’s provisions are being clarified to:

  • regulate the legal status of the Alatau city administration and the bodies it establishes;
  • distribute responsibilities among the administration, the akimat, and the maslikhat of Alatau to eliminate duplication;
  • enhance digital interaction and service delivery in the city of Alatau.

The following amendments are proposed:

  • to clarify the areas of legal relations governed by the law and to specify the principles of the city of Alatau’s operation under a special legal regime;
  • to establish the liability of the Administration, its officials (the chief executive director and administration staff, as well as the akim of Alatau and his deputies).
