A
separate government agency, headed by the Prime-minister of Kazakhstan, will be
established to administer the new city of Alatau. This was announced by Deputy
Prime-minister Kanat Bozumbayev at a joint session of the chambers of
Parliament, according to a Kazinform correspondent.
“The
Alatau City Authority is being established as a new government agency focused
on strategic development. Its activities will be determined by a Council,
headed by the Prime Minister. Day-to-day operations will be carried out by the
Chief Executive Officer,” the Deputy Prime Minister said.
The
Council will make key strategic decisions and approve administrative acts. The
Maslikhat and the akimat will be responsible for social, municipal, and public
affairs.
In
addition, the Alatau City Authority will be an independent administrator of
republican budget programs.

Its budget is formed according to the principle of block budgeting within the
republican budget and is primarily aimed at infrastructure development and
support for long-term projects. In turn, the procedure for selecting and
financing projects will be approved by the Council. The city’s local budget
will be directed toward meeting current and social obligations. Until Alatau
achieves budgetary self-sufficiency, no funds may be transferred from the city
budget to other budgets,” stated Kanat Bozumbayev.
